The bishops typically meet twice a year for a general assembly to conduct official business. Decisions, such as electing committee chairmen and conference officers, issuing pastoral statements, and revising liturgical books, require either a simple majority or a two-thirds vote among member bishops for approval. Active bishops — both ordinary and auxiliary, Latin and Eastern Rite — are eligible to vote. Emeritus bishops may attend assemblies and participate in discussions and other activities, but they are not eligible to vote.

During the general assembly, bishops also meet with others from their region to discuss issues specific to their dioceses or address items on a smaller scale.

The Bishops  celebrate the opening Mass of the conference at the Basilica in Baltimore.  Conference President Archbishop Timothy Broglio, Archbishop of the Military Services, was the presider and homilist.
