Viewing hours will be June 26 from 2 to 6 p.m. in Higgins Memorial Home, 20 Center St., Freehold with a Masonic service at 4:45 and a fireman’s service at 5.

Funeral services will be June 27 at 10 a.m., also in Higgins Memorial Home.

Dr. Carter was born in Neptune Township and raised in Freehold.

Following his graduation from Southern Freehold Regional High School in 1965, he joined the U.S. Air Force and served in Alaska, the Philippines, Vietnam and Arkansas, serving as a fire protection specialist. He entered the N.J. National Guard in 1976 and served as the state fire marshal. He retired from the Inactive Army Reserve in 2007.

In 1972, Dr. Carter married his high school girlfriend, Jacalyn Miller and moved to Adelphia, joining the Howell Township Fire Company #1 aka Adelphia. He committed more than 45 years to the volunteer company while serving as a life member, ex-chief, chaplain and fire commissioner.

In 1973, he joined the Newark Fire Department where he rose to the rank of Battalion Chief and retired in 1999.

In addition, he was a municipal fire consultant, author of numerous books and wrote thousands of articles to educate the fire service members. He was an active member of many fire related organizations throughout his life including as an instructor, leader, mentor, contributing editor, and role model to many. He was an active member of the Colts Neck Reformed Church as well as a past master at the Ocean Lodge No. 89, F.& AM.

He held a doctor of philosophy degree from Capella University, Minneapolis, Minn., in 2005.

In addition to his wife and priest-son, Dr. Carter is survived by two daughters, Ellen C. Malloy of Freehold and Kathleen A. Carter of Howell; three grandchildren and a brother.

Interment will be in the Adelphia Cemetery, Wyckoff Mills Rd., Howell. Memorial donations may be made to the Colts Neck Reformed Church, 139 Route 537, Colts Neck, N.J. 07722 or Puzzle Pieces Squared Organization puzzlepiecessquared.org which supports families with autism.
